DMG Infra & Consulting Pvt. Ltd. (DMG) is a multidisciplinary consulting organisation with extensive experience in infrastructure, energy, environment, and social development sectors established in 2002. Over the years, DMG has successfully partnered with government agencies, UP- NEDA, PM Surya Ghar Yojna, Skill India, multilateral institutions, and private sector entities in delivering high-quality solutions that meet global standards and local needs. The establishment of the DMG Centre of Excellence (D-COE) for Trainings reflects our commitment to nurturing talent, disseminating knowledge, and equipping stakeholders with the skills required to meet emerging challenges in infrastructure and allied domains. Through this initiative, DMG seeks to transform its cumulative project experience into structured, impactful learning interventions that empower individuals and organisations to deliver excellence.
DMG Centre of Excellence
The recent thrust by the government on infrastructure and energy sectors coupled with the mandatory clearances by the concerned government departments has created a wide knowledge gap and a dearth of specialised entities that address the specific requirements of the various stakeholders involved in such projects regarding quality standards as expected by implementing and funding agencies. Cost and time overruns due to various exogenous as well as endogamous factors is a major constraint being faced by all the stakeholders of any development project. Most often, the site managers of the contractors are not conversant with the actual site conditions- socio-economic, environmental and geo-political-, and mostly depend on documentary knowledge which is often at variance with the actual conditions at site and face difficulties in implementation. Moreover, a significant number of them are ignorant of the requirement of adherence to the contract documents due to ignorance. This has created a pressing need for dissemination of expert knowledge on the requirements throughout the project life cycle, starting from the feasibility stage to end term evaluation, passing through surveys, preparation of DPRs and safeguards documents, construction-civil and electro mechanical works- and Operation & Maintenance, for all the stakeholders: implementing agencies, consulting firms, relevant departments of the government and the contractors.
To fill this gap, the D-COE has been established as a point source of trainings in engineering, environmental and social domains and as a hub of knowledge exchange and professional networking to keep pace with the emerging technological advances and their applications in the real field situations.

It aligns high-quality training programmes with organisational goals, leverages best practices, and continually adapts to changing needs, acting as a vital catalyst for capacity building and sustaining long-term success. It is designed to foster expertise, disseminate knowledge and promote best practices. It is more than a physical location or a team; it is a philosophy, a systematic approach that combines best-in-class resources, cutting-edge methodologies, and a culture of continuous learning to shape the future of talent. The D-COE houses subject matter experts, instructional designers, trainers, and support staff who collaborate to create and deliver impactful training solutions. It ensures consistency in content, delivery, and assessment, and leverages proven best practices. by centralising training functions. The training programmes are meticulously aligned
with organisational objectives, ensuring that learning directly contributes to performance and growth, and it is committed to evaluating the effectiveness of training, embracing feedback, and continually refining offerings to meet evolving demands. The centre is led by Dr. Samir Rai as the Director and Dr. Aloke Vatsyayan as Advisor.
Dr. Samir Rai
Has a Doctoral Degree in Anthropology from the University of Allahabad and an overall work experience of over 30 years across Government, Public and Private Sectors & Multilateral Funding Agencies. His key strengths include, Social Risk Assessment and Management, Involuntary Resettlement, Indigenous Peoples, Safeguard and social development, Client Capacity Building for E&S Management, Social Inclusion and GBV/SEA/SH. The sectors he has worked in include infrastructure (roads and highways; urban; water resources; and energy including both renewable and conventional), water and sanitation; education; poverty alleviation; rural development; tribal development, livelihood and policy / strategic planning. He also has extensive experience of Project Management, Training Needs Analysis, Trainings and workshops, Sector analysis, Due Diligence, Social Impact Assessment, Review
and Preparation of Social Safeguards Instruments, Audit and Gap analysis, IEC Strategy and Action Plan, Capacity Building, Change Management, Land use planning, GBV & Gender Issues and Labour Management.
Dr. Rai has conducted more than fifty capacity enhancement trainings on Social and Environment domains including ESF compliance, Social Impact Assessment and formulation of SIA and RAP, Solid Waste Management, and EHS to technical staff of organizations such as Madhya Pradesh Water Resources Department, Meghalaya Basin Development Agency, Dedicated Freight Corridor Corporation of India, Vidarbha Irrigation Development Corporation, Kohima Smart City Development Limited, Uttarakhand Public Works Department and National Thermal Power Corporation Ltd. and staff of many contractors like HCC. Tata-GMR, L&T, Sprng Energy and NTPC Renewable.


Dr. Aloke Vatsyayan
He is a seasoned Procurement and PPP Expert with over 30 years of national and international experience across government, multilateral, and private sector projects.
He has served as a JS level through lateral entry in the year 2017 with Ministry of Railway. A postgraduate in Urban Planning (SPA, New Delhi) and Ph.D. in PPP for Urban Infrastructure, he has led large-scale assignments in Smart Cities, Railways, Housing, Water & Sanitation, and Tourism sectors.
He has worked with the World Bank, GIZ, Indian Railways, Jhansi Smart City Ltd., and several State and Central Government agencies.
An empanelled Independent Director with the Institute of Directors, New Delhi, he brings specialised expertise in procurement, contract management, PPP structuring, and institutional strengthening, guiding the Centre of Excellence in adopting best practices and innovative approaches.

Presently the centre will impart trainings in three domains; social, environment and procurement with other domains like ESG, Renewable Energy: Solar and Wind , Dam Technology: Construction and Safety, Civil: Structures and Foundations, Tunnelling and Boring, Electrical Systems: Evacuation, Substations, Earthing and Grid Integration, Solid Waste Management, and Agriculture: Self Help Groups, Harvesting, Processing and Storing, Packaging, Marketing and Market linkages etc. to be added from the next session starting April 2026.

The trainings will be held at either of the following as per availability of the venue. Hotel Radisson Blue, Kaushambi, Ghaziabad, / India Habitat Centre, Lodhi Road /Radisson Hotel, Sector-55, Noida.
We also provide on- demand, on-site customized training programs designed to address the specific requirements of your team or organization. These tailored modules will be developed in close collaboration with your representatives to ensure that both content and delivery align precisely with your priorities, training objectives and desired learning outcomes, ensuring that learning directly contributes to performance and growth. Each training will be of two days duration stretched across four sessions every day.
Registration: Registrations to be made at least fifteen days in advance for each training. Payments to be made by electronic transfer/NEFT to the account of DMG Infra and Consulting Private Limited , State Bank of India, A/c number 031762173410, Sector 63, Noida, IFSC: SBIN0013218. The payment receipt should be emailed along with the filled-up registration form to

Fees: The fee for the two-day training programme is INR 30,000 per participant. This covers registration, training delivery charges, refreshments and lunch at the venue and the training module kit. For on-site customized trainings, the fee will be INR 3,00,000/-. Arrangements for travel and accommodation for 2 experts for 3 days, training venue and other logistical arrangement will be made by the client organization. All applicable taxes will be charged extra as per the prevailing rates.
